e University, the Agricultural and MechanicalCollege, the four State Normals for whites, the College ofIndustrial Arts, and the Prairie View Normal, are really apart of the system of public schools, this term is ordinarilyapplied only to the graded schools. These schools, from thehigh school down to the lowest primary grade, are under thesupervision of the State Superintendent of Public Instruction,a state officer of the same rank and salary ($2,500) as theState Treasurer, State Land Commissioner, State Comp-troller, etc., and, as are all these officers, elected by popularvote for a term of two years. In addition to the State Su-perintendents office force, other supervising officials, knownas county superintendents, are elected in each county con-taining 3,000 or more children of scholastic age. In othercounties the county judge performs the superintendentsfunctions. Although the duties of these officials are mainly those ofinterpreting the school laws or of acting in advisory and re-
