Amụrụ Felicity Okpete Ovai na afọ 1961. Ọrụ aka ya bụ Ịnjịniarịn na agụmakwụkwọ. Ọ bụ onye  Degema, Rivers State nọ na obodo Nigeria. Ọ nọ na otu ndi a na akpọ  Rivers State People's Democratic Party, ọ bụ nwanyi mbụ ahọpụtara ibụ onye a na akpọ Commissioner of Works, ojere ozi si te na afọ 2003 rụo na afo 2006.[1]

Ovai gachara ụlọ akwụkwọ nke secondary education na Holy Rosary Secondary School (nke a na akpọ Holy Rosary College ụgba) nọ na Port Harcourt. Ovai ọ nọ la n'okwa ọtụtụ na Rivers State. She served as first woman Commissioner of Works in the Executive Council of Rivers State from 2003 to 2006. While in office, she oversaw the commencement of a number of road construction projects in the state including work on the road connecting Ogoni, Andoni, and Opobo–Nkoro generally christened Unity Road which totaled about ₦11.8 billion.
