The roots of the Samaritans are the Newcastle Anglican Board of Social Work which is run by the Anglican Church in Newcastle.  On October 14, 1984, the Newcastle Anglican Board of Social Work was defined as the Samaritans Foundation (or "the Samaritans") with the mission to "assist in the expansion of social work within  Diocese."  The first work of this group began with a few important services including emergency assistance, family centers and op shops[1]

.Following the NSW government's homelessness program Going Home Staying Home, many women's refuges were closed, while other former violence against women refuges were handed over to charity providers.  As part of the change, the Samaritans took over the operation of the Kempsey Women's Shelter, now operating as the Kempsey Homeless Support Service for Women [5]
