The selected thresholds are listed in Table 1 of the paper. For each parameter, a reference threshold was selected (Table 1). In the first instance, the threshold was chosen to adhere to the Kenyan and Ethiopian national standards, which are based on international guidance with adaptation for country context (ESA, 2013; WASREB, n.d.). Where the national standards differ, the tie-breaker was the recently updated WHO guidance (WHO, 2022) in the first instance, or the EASC (EAC, 2014) guidance.
